هل يمكن أن تكون أنظمة الحماية الاجتماعية وسيلة لتقديم المساعدة النقدية والقسائم بكفاءة وفعالية أكبر في وقت الأزمات؟ تزيد حالات الطوارئ الممتدة والمتكررة من الحاجة إلى اتصالات أفضل عبر العمل الإنساني والإنمائي. غالبًا ما يواجه العاملون في المجال الإنساني هذه الأيام أزمات طويلة الأمد ومتكررة ومزمنة. أصبح استخدام أنظمة الحماية الاجتماعية لدعم الفقراء والضعفاء شائعاً بشكل متزايد في البلدان النامية ويساهم في الحد من التعرض للأزمات. أين يجب أن يرتبط الاثنان؟
يشير تقرير الحالة النقدية في العالم الأول لشراكة النقدية للتعلم في العالم إلى أن حالة ربط المساعدة النقدية والقسائم الإنسانية مع أنظمة الحماية الاجتماعية أصبحت أكثر وضوحًا ولكنها تتطلب دعمًا فنيًا واستراتيجيًا على المدى الطويل. تم اعتماد الموضوع كمسار فرعي جديد خلال اجتماع مسار العمل النقدي لعام 2018

- التكليف بإعداد ورقة نظرة عامة رفيعة المستوى لأحدث الأطر والممارسات للإبلاغ والتوصية بأعمال بناء القدرات المستقبلية ومراجعة التدريب الحالي ؛
- ورقة معلومات عن الخبرة الإقليمية لبناء القدرات المستقبلية لمنطقة الشرق الأوسط وشمال أفريقيا لتسليط الضوء على الاحتياجات وسبل المضي قدما هنا ؛
- استضافة ودعم المزيد من أنشطة تطوير العمل من قبل الصليب الأحمر البريطاني وجي بي يؤدي إلى رسم خريطة الخبرات والتفكير ذات الصلة.
- استضافة ودعم المزيد من انشطة تطوير العمل من قبل الصليب الأحمر البريطاني والصفقة الكبرى (Grand Bargain) إلى رسم خريطة للخبرات والتفكير ذات الصلة.
يجب أن يساعد التعاون الوثيق مع مجموعة العمل الفرعي للصفقة الكبرى (Grand Bargain) والحماية الاجتماعية في الأزمات في تطوير منتدى مشترك يجمع بين ممارسي الحماية الاجتماعية والمساعدات النقدية والقسائم لتشجيع المحادثات حول ما قد ينجح وكيف وأين في أكثر جماعية واستراتيجية الطريق. سيتم مشاركة التعلم من خلال المدونات والبودكاست والتقارير والندوات عبر الإنترنت والاجتماعات وجهًا لوجه.
