Mapping social protection and cash and voucher assistance

This matrix, now available here, provides a brief description of each initiative, its objectives, scope, modalities, cost, duration, and at what stage of the crisis it was used for a certain set of linked initiatives.

Scope

The mapping provides a robust snapshot of a set of programmes and projects that link humanitarian cash and social protection, but is limited to initiatives that involved unconditional cash transfers active within the last 10 years (2009-2019). The mapping does not include vouchers, cash for work, or links to non-cash based social protection programmes e.g. school feeding.  Nonetheless, it provides a good starting point for further stocktaking exercises.

Next steps

The CALP Network is hosting the current mapping and, with support from its technical advisory group (which includes representatives from the CCD, DFID, UNICEF, WFP, UNHCR, FAO and the Red Cross Centre for Climate Change) will expand the mapping to try and gather a more comprehensive picture. The criteria for inclusion will be broadened to include: voucher assistance, cash for work, cash plus interventions, conditional CVA and flexible mechanisms that include cash. Further criteria may be added in later iterations of the mapping. We are also hoping to share the hosting with sister organizations working in this area.
