Exploring linkages between Cash and Voucher Assistance and Social Protection in West and Central Africa
This is the first in a series of webinars that aims to explore the connections between humanitarian CVA and social protection in West and Central Africa region. The webinar sought to frame the discussion with opening remarks from Dr. Sintike Tarfa Ugbe, Director of Humanitarian & Social Affairs of the ECOWAS Commission, and a short CALP introduction to ensure a common understanding of key terms and concepts.
Building on insights from the World Bank report “Linking humanitarian cash assistance and national social protection systems”, which provided a comprehensive regional overview, we examined the opportunities and challenges within the regional context. A panel discussion then covered various contexts, including stable well-organised states, preferred by development and social protection stakeholders, as well as conflict environments and fragile states, that humanitarian actors are familiar with. Key stakeholders from diverse organizations, including the World Bank, international NGOs, UN agencies, and donors, have been invited to participate as panelists. The discussion focused on understanding how humanitarian and development stakeholders can effectively collaborate to address the needs and rights of the affected population. Are Cash and Voucher Assistance and social transfers still effective approaches to shape and strengthen Social Protection Policy? What are the strategies in different contexts, and how can linkages be facilitated throughout the program cycle?
