Technical Assessment of the Kenya National Safety Net Program for Results
One of the priorities outlined in the National Social Protection Policy (NSPP) in Kenya, is the government’s ambition to enhance social assistance by developing the necessary institutions and strengthening operational systems while expanding the coverage of such programmes. To help realise this policy objective, the government proposes the establishment of a National Safety Net Programme (NSNP) by creating a framework around which the five principle cash transfer programmes will increasingly be coordinated and harmonised. This paper looks at these cash transfers, studying their strategic relevance, technical soundness, the institutional arrangements and the results framework, among others.
