Joint Donor Statement on Humanitarian Cash Transfers

As part of continuing efforts to strengthen donor coordination on cash, a group of senior officials from major donor agencies (EU/DG ECHO, Germany, Norway, Sweden, Switzerland, the United Kingdom and the United States of America) met in Brussels on 1 March 2019 to discuss shared approaches. Building on the “Common Donor Approach to Humanitarian Cash Programming” (CDA), which laid out a vision for the use of cash in humanitarian action and set forth general guiding principles to guide programming, the “Joint Donor Statement on Humanitarian Cash Transfers” (JDS) now offers further clarification by identifying priority areas where donors can improve coordination by focusing on nine key principles.

Signatories aim for the statement to promote a step change in the way donors support cash assistance within a wider humanitarian response. Donors hope that this will result in improvements in the efficiency, effectiveness and coordination of cash programming ultimately for the benefit of people in need. While these elements have been developed at a global level (based on joint donor field missions), the actual roll out will be country-led and context specific.
