Cash and Voucher Assistance Guidelines for Lao PDR

Cash and voucher assistance is becoming increasingly popular in Lao PDR in delivering humanitarian assistance, rehabilitation and development focused projects. In supporting the cash and voucher assistance agenda in Lao PDR, the Cash Working Group was established as a working group for local and regional stakeholders dedicated to cash and voucher programming in Lao PDR.

One key priority identified by the cash working group was the need for guidance on preparing for, designing, implementing and monitoring cash and voucher assistance in the context of Lao PDR. Based on this need, the cash working group commissioned the development of Cash and Voucher Assistance Guidelines in partnership with the World Food Programme. These guidelines were developed through consultations with multiple actors including Government, NGOs and UN partners. The guidelines are targeted at all actors in Lao PDR that are currently using or planning on using cash and voucher assistance for humanitarian and development assistance.
