التنسيق
قد يمنع التنسيق القوي الثغرات والتداخلات في الاستجابات الإنسانية ويضمن أن تكّمل مساعدات النقد والقسائم الأنواع الأخرى من المساعدات. لكن وجد تقرير حالة النقد في العالم لشبكة CALP أن تنسيق النقد يعتبر ضعيف ومخصص، وأن لهذا تأثيرًا تشغيليًا كبيرًا.
ودعت الجهات المانحة والمنظمات غير الحكومية وقيادات مجموعة العمل النقدي إلى توضيح ثلاث قضايا رئيسية تتعلق بالتنسيق النقدي:
- تحديد الجهة المسؤولة عن ضمان التنسيق النقدي الفعّال،
- تحديد وظيفة واختصاصات مجموعات العمل النقدي
- بما في ذلك المسائل المتعلقة بالمساعدات النقدية متعددة الأغراض
طريقة تنسيق الموارد النقدية
نحن بحاجة ماسة إلى البناء على الأمور الجيدة وتوفير الوضوح على المستوى العالمي بشأن النقاط أعلاه، مع التكيف مع السياقات المختلفة. وانتظرنا طويلًا لقرارات واضحة تستند إلى الاحتياجات التشغيلية بدلاً من سياسات الوكالة.
الأولويات الحالية
تسعى شبكة CALP إلى المساهمة في التقدم في هذه المسألة على ثلاثة مستويات: دعم مجموعات العمل النقدية على المستوى الإقليمي، والمساهمة في الحلول العملية للتنسيق النقدي على المستوى العالمي، ومناقشة قائمة على الأدلة حول القضايا الرئيسية، مع تسليط الضوء على نقاط القرار الحاسمة وفرص التقدم.
