The Role of Cash Transfers in Post-Conflict Nepal

April 2009 — By Rebecca Holmes, Shizu Upadhya

Nepal is in the midst of a transformational process: the end of the eleven year conflict in 2006 has given way to the end of the monarchy, the development of a new Constitution, and a democratically elected government which emphasises an inclusive Nepali society. However, the peace process has been slow, marred by in-fighting among the political parties, a weak law and order situation and poor information management, all of which has stood in the way of the faster rehabilitation of the victims of the conflict so far. Recent changes in the leadership of the coalition
government have meant political uncertainty and further delays to the peace process and national development of the country.
