Investigating Operational Models for Multi-purpose Cash Delivery and Links to Social Protection: Spotlight on the Middle East and North Africa

This piece of research looked at six case studies in the MENA region where CVA is being delivered at scale. It looked at the characteristics of the operational models of delivering multi-purpose cash assistance (MPCA), and how that enables (or not) links with existing national social protection systems.

The research found that there’s no one model that enables links between humanitarian MPCA programmes and social protection programmes delivering cash. However, it highlights different factors that can help or hinder these links, including the context, the nature of the crisis, and the existence of supportive conditions to harmonise delivery.

The report recommends that donors act as conveners between humanitarian organisations and governments where these links can happen and for organisations to prioritise research and evidence to inform transition in certain contexts. It also recommends looking for opportunities as ‘entry points’ for closer alignment, including shock responsive contributions and about market solutions.
