Humanitarian Cash and Voucher Assistance in Ukraine: Recommendations for a Better Cash Response

Cash and Voucher Assistance (CVA) became a cornerstone of the humanitarian response after the full-scale invasion of Ukraine, providing critical support to over 6.1 million war-affected individuals in 2022, and 5.3 million in 2023.

CVA support is provided to people affected by war-related idiosyncratic shocks. Unlike in-kind assistance, such as food or blankets, CVA empowers people to purchase the goods and services they need to cover their basic needs.

Multipurpose Cash Assistance (MPCA) is cash assistance designed to cover the diverse basic needs of individuals or households, and the transfer value is calculated considering the Minimum Expenditure Basket (MEB) and income.

This synthesis paper provides a summary of the CVA response in Ukraine, including findings and recommendations for key stakeholders, including humanitarian actors, donors, and the Government of Ukraine. It is based on the Ukraine Cash Compendium produced by the PeReHID Initiative.
