Emergency Social Safety Net (ESSN) Programme Technical Analysis Report

The Emergency Social Safety Net Programme (ESSN) was launched as
a result of partnership between the European Union and Turkey on
20 October 2016 as a pilot study. The programme which provides
cash assistance through Kızılaykart to 1.5 million foreigners that meet
the criterion was extended nationwide on 28 November 2016.
The Republic of Turkey and The European Union have come to an
agreement on the use of the fund for Syrian Crisis Humanitarian Aids
to be provided by European Civil Protection and Humanitarian Aid
Operations (ECHO).
The ESSN has been designed to provide cash assistance to all foreign nationals who live in Turkey out of the refugee camps, under International Protection or Temporary Protection and who are in need. The ESSN, which is an unconditional cash assistance programme that allows to meet basic needs such as food, shelter and clothing to be met with dignity, is carried out through Kızılaykart.
