A Market Analysis and Decision Tree Tool for Response Analysis: Cash, Local Purchase and/or Imported Food Aid?

May 2007 — By Christopher B. Barrett, Erin C. Lentz, Daniel G. Maxwell

This document provides the Decision Tree Tool, which is to be used for the analysis of response options in a food insecurity context – cash, local purchase or imported food aid (see MIFRA paper). The framework is kept simple for ease of communication with a sequence of specific questions divided into 2 core questions: “Are local markets functioning well?” and “Is there sufficient food available nearby to fill the gap?” The data needs and diagnostic tools commonly used for effectively answering the question at hand are provided.

Extensive appendices are attached which the reader must consult before implementing the tool.
