Recipient Safeguarding and Advocacy Program Manager

GiveDirectly (GD) aims to reshape international giving – and millions of lives – by providing cash grants directly to the world’s poorest. The Brookings Institution estimates that $70B of cash transfers would be required to eliminate the poverty gap; the aid sector currently spends $135B each year, much of it on evidence-free interventions. GiveDirectly wants to change that, establishing cash transfers as a benchmark for foreign aid – as the index fund is a benchmark for the financial industry – and in the process accelerating the end of extreme poverty.
GD has raised over $500m since launching in 2011, delivered cash to more than 500,000 people, and launched offices in 7 countries. We’ve also supported large-scale, experimental research that indicates strong recipient impact of our programs. As a result, GD has been celebrated as one of the most innovative non-profit companies by Fast Company, while the growing cash transfer movement (and GD’s leading role within it) have been featured in the New York Times Magazine, This American Life, Foreign Affairs, and The Economist.
GiveDirectly recognizes the risks associated with its program models and has invested in a firewalled risk mitigation team under the Recipients Safeguarding and Advocacy pillar. This promotes recipients protection from fraud and safeguarding risks. The risk mitigation team also monitors community risks that may not be surfaced through the normal Customer Relations Management Unit. The audit team prevents, detects, investigates, reports and makes recommendations for all cases that could potentially cause harm or abuse to our recipients.
The Recipients Advocacy Program Manager is a multi-country managerial role, with significant responsibility to recruit and manage a country teams and monitor the risks associated with delivery of millions of dollars to thousands of poor households annually. The program manager supports the Director of Recipients Advocacy (DRA) and Senior Manager (SM) in designing innovations for prevention, detection, investigation and mitigation of fraud and safeguarding risks. The program manager should have a critical mind that asks risks-based questions on GiveDirectly’s program designs, location choices, internal policies and program timing. The role rewards exceptional instincts on team management, a highly autonomous work style, and the ability to apply creative solutions to challenging operational questions. This role reports to the Senior Manager and manages multiple country Recipients and Advocacy managers.
We are looking for 2 Managers, one to support our U.S. country office, and one to support our Humanitarian team. Both roles are remote, but the US candidate must be based in and have work authorization in the U.S.
Job Description: Program Manager
Design and set up
Detailing project risk registers for all new projects and defining risk assessment approaches
Developing recipient and community audit tools e.g surveys, rosters, interview guides, SOPs
Research on best practices for recipients protection that positions the work of the team as a gold standard for GD, its donors and other external stakeholders
Lead set up of Country audit teams
Track and report on Recipients Advocacy operational Metrics and goals
Safeguarding and Fraud risk mitigation: Make Known the Unknowns
Lead in development of escalation protocols for different types of risks and monitor implementation of the protocols by country managers
Lead the internal audit team in detection of fraud; theft; bribery; Nepotism and undeclared conflicts of interest; by ensuring overt and confidential reporting, proactive detection and efficient data management and corporate memory
Lead the transparent, accountable and where needed collaborative investigation of suspected fraud; theft; bribery; nepotism and undeclared conflicts of interest; to the effective disposal of such cases
Provide the lead in examining the quality of the Field team’s data against set GD data quality standards and report any cases of inconsistency.
Lead on community mapping and community intelligence assessments for new and ongoing projects
Internal Audit lead on compliance and building a compliance culture
Act as the custodian of ‘Recipients First’ Value within the team by ensuring compliance to policies and protocols of GiveDirectly
Maintain an active, visible and consistent commitment to a common standard of behavior that is required throughout every aspect of the organization as stipulated in the Code of Conduct Statement
Manage a team that is driven by individual accountability involving moving beyond corporate ‘rules-based’ behavior to ‘values-based’ behavior that promotes a greater focus on promoting individual integrity.”
Conduct training to country Ops teams on fraud and safeguarding mitigation requirements as outlined in GD policies
Develop team annual, quarterly and monthly goals in consultation with the Senior Manager/Director of Recipients Advocacy
Write up team work plans for all projects and share the same with team members
Oversee implementation of team Rosters for delivery of the work plan
Review quality checks by country teams to surface team specific ethical and value deviations
Write reports and dashboards that reflect team performance in relations to the set goals and Internal Audit Ops quality bars
Promote effective team culture by encouraging recognition of positive achievements and other team-building initiatives
Model ethical behavior that encourages the team to report misconduct within GD staff, partners, community and recipients
Conduct staff career growth needs assessments (through structures surveys and 1:1 sessions) and liaise with the HR manager to deliver robust professional development sessions internally and externally
Identify, interview, hire, onboard and retain high capacity IA country teams
Manage conflicts and other risks within the team and escalate where appropriate
Conduct performance reviews for direct reports every six months and provide a report of the same to the HR Manager, SM, and DRA
Develop a team with a high capacity for problem solving, critical thinking, and strong analytical and communication skills
University Degree in a relevant field

For US based position, Spanish language proficiency is preferred but not required
