Holly Welcome Radice

Holly Welcome Radice has over 20 years of experience in humanitarian and development work. Prior to le CALP Network she was CARE’s global cash and markets technical advisor spearheading the agency’s strategic focus on gender in cash and voucher assistance and co-led the gender and cash sub-workstream of the Grand Bargain Cash Workstream.
Her expertise is in food security and livelihoods and has supported programming in sexual reproductive health, education, nutrition, WASH, shelter, youth empowerment, and gender-based violence response.
She previously also worked with Catholic Relief Services, the Somalia Food Security Cluster, Save the Children, Action Against Hunger, and Peace Corps. Additionally, Holly was an independent consultant and supported a variety of NGOs in strategic reviews, evaluations, capacity building and proposal development. Most significantly, for le CALP Network she wrote the comprehensive report Cash Transfers for Food Security In Epidemics and co-authored Harnessing Digital Technology for Cash Transfer Programming In the Ebola Response.
Holly has worked in El Salvador, Guatemala, Paraguay, Liberia, Sierra Leone, Ethiopia, Somalia, Kenya, Uganda, Rwanda, Burundi, Mozambique, and Lebanon.
She has a master’s degree in Natural Resources for the University of Wisconsin-Stevens Point and a BA in Individualized Studies from the Gallatin School at New York University. Holly is fluent in Spanish and Guaraní and speaks basic French and Portuguese. She is based in the Washington DC area.
