Céline Sinitzky Billard has extensive humanitarian experience and has worked in various countries in Africa, Asia and the Middle East in food security and livelihood, economic recovery and cash and voucher assistance.

She has spent the last six years with Action Against Hunger where she worked in various position and context initially as a roving FSL coordinator deployed in emergency settings with major cash and voucher programming then moved on to the role of technical advisor for Horn of Africa and coastal West Africa and finally joins her current position as cash and voucher assistance and social protection advisor, based in Paris HQ. Prior to joining ACF, Céline worked with Solidarités International, Première Urgence, CIRAD and smaller local NGOs in Togo and Cameroun. Céline is an agronomist and holds a Master’s degree in agro-economy from the Institut des Régions Chaudes (formerly CNEARC) in Montpellier.
